Feel awkward working with one of my coworkers

I work with a guy that comes in and just stands there while I am at my desk. He just stands in front of me all day while I do the thinking, planning, and heavy lifting. He'll just stand there and not try to help out or do anything. Then I'll occasionally just get up and hand him some work. Why is this happening? Why isn't he assigned any work? It's awkward working while he stands there in front me the whole day.

Maybe try talking about Netflix shows, social media, animee, post-2012 existence and things you feel he might really be into.
