In terms of the lip syncing at half-time shows I would just assume its up to the artist and whether or not they actually can sing in the first place.
A lot of artists are horrible singers when you take away their auto tune or when they have to sing live.

It takes days to setup a stadium for a proper outdoor concert. They have like 10 minutes. For a real concert they're doing sound checks longer than this whole actual performance. The only way to do it right would be to have the halftime show at a different venue that didn't have to play a football game around it.why is the sound better in any one of these live performances, than any previous halftime show in the last 5-10 yrs...?

And as a singer, I can also tell you that singing while trying to do anything else, even play an instrument you're good at is way harder than you think it is.
