As for the garage bands, indie labels got gobbled up by big record companies and they stopped signing garage bands. Some of the last good bands were in the late 90's and early 2000.
Without the music being produced you don't hear it on the radio, hence kids aren't trying to be like their favorite band, doing covers. Now they listen to garbage and are uninspired to reproduce it.
The closest you can come to seeing that type of live music is catching buskers on the street. Rich kids can have their parents sign them up for School of Rock where they assemble a garage band for you to perform live in a small bar. I've seen some of those shows. Kids can get a taste of it that way but not the same since adults manage and lord over it, whereas a band was something the kids had all their own.

I downloaded most music because I didn't have the extra money. A buddy of mine had massive amounts of music from Napster and he told me about it a long time ago.
It does make sense that bands can't make money but a rapper could. For rap you need a computer music program and some sort of poem. For rock music, you need a lot of expensive gear.
However, you would think that artists are unstoppable. I love to paint and will paint paintings even though I have no plans to sell or even show them. So, you would think that there would be rock bands willing to make almost nothing.
They probably exist though, so there are.
Whatever the case, you're on to a good idea that something destroyed music as a business and that has to be free downloads. Rap is like fast food music and much easier and cheaper so there's going to be more of it.

They will not be better.
People will look back on the 2020s as a time before it was legal to have sex with kids, and so on. However, the groundwork for something like that being legal is being put in place NOW.
It actually is, so if you are aware of what's happening now you will see that nothing has changed when that issue becomes popular to talk about.
I live in Philly and you should look up Kensignton.
It's a massive drug area and horrible. But, that's not from NOW it's from 90s MTV "Heroin Chic" being popularized and it destroyed the city. People who grew up there and are involved in drugs directly tell me that. They are covered in tats and all about drugs, sex, and abandoning their families for more of the same.
So, Kensignton isn't 2020 degenerate behavior, it started in the 90s on TV.
We are seeing a "snowball effect" not something new.

The world changed on 9/11/01. I felt it...the 80's and 90's were the absolute peak for people. Now with tech being a huge part of our daily lives, the human communication aspect of life has changed dramatically, not to mention now there are echo chambers where everyone can voice their chit opinions. I also felt major change in 9/11 in 2001. That was the real beginning of the end.
Life was still tolerable and enjoyable at least until 2008, then started rapidly degenerating and by 2012 it was over. 2012 is when clown world started becoming mainstream. Then the election of Trump in 2016 really set off the Woke Revolution in response. And now here we are in 2022 amidst full on degeneracy and clown world.
