I think he's calling it unlawful because it was illegal by the end. Technically illegal from the start because they didn't have a permit, but authorities let them carry on regardless, maybe thinking it would be for a couple of days.

I think the reporter was referring to LRAD (long-range acoustic device). I haven't seen reports of those being used - they're loud af. But, some live streams I watched mistakenly referred to the vehicles as LRADs.

It looks like protesters have been left alone in their new spot.
