Depends on taste of women and how much you're willing to pay to get there and/or stay along with your hooker budget.

Getting to Thailand is likely more expensive but you can live like a king for cheap and get cheap girls if you are into Asians. Colombia is amazing for latinas and more expensive to stay in but also slightly risky to travel to.
