I sold all my bitcoin march 2021 when it was at 58k. I've been following along a bit since then. Some investors are saying their target to buy back in to bitcoin is 35k, while others say don't buy back in until it is below 20k. Where do the misc crypto experts think the bottom will be before bitcoin starts to rebound

YES I know, some countries , like the ****hole El Salvador will allow it, and you will be free to have a bank account there etc....BUT you won't be able to transfert fund to the USA and will not be able to spend your crypto money in the USA. You will have to go to El Salvador where you have a 99% chanced of getting robbed within 10 hours of arrival.
