The price "going up" is because it's managed right now by the Central Bank of Russia (CBR) and if you as a person hold Rubles you cannot sell them. It's a fake number.

The benchmark MOEX index declined 1.1% Monday—the first day that the Bank of Russia allowed trading in all Russian shares. Only 33 stocks were allowed to trade when the market reopened last week.

These measures have allowed Moscow to artificially manufacture demand for the ruble, even as the nation's economy remains in tatters.
