Ultimately abortion will have to be addressed at the federal level. If you have an all Democratic Congress and POTUS you can legalize abortion, and if you have an all Republican Congress and POTUS you can ban abortion. However, either way, a case will eventually make it to the Supreme Court and the issue of abortion will be decided by the courts and not the voters.
