In such a situation it’s best to call your local police department and tell them that you’re leaving and the person who looks like this or like that is going to water your plants.

I have been stopped and asked who I was and to prove my identity in my neighborhood, I am really white and there was no problem, I was polite and understood why the police was doing that.

Watering the plants is irrelevant, many home intruders pretend to be doing something useful or necessary or perform some service, sometimes they would even wear uniforms of law enforcement or a gas company or cable TV.

While I despise the Russian government and have no respect for their law enforcement I have never had any bad situation with law-enforcement in Russia.

In fact tough law-enforcement would actually be a good thing here in the west, when you see people burning down cities after George Floyd or storming the capitol etc., that would be nice if order was restored swiftly. There was no justified suspicion. He was asked what he was doing he explained, and his story made complete sense, so it should have been over right there.

Home intruders often make it look like they’re checking gas pipelines, or wearing cable company uniforms, there’s nothing wrong with the police asking for proof of identity, I would imagine a quick phone call to the home owners would be best.

This similar thing happened to me, and I’m white, I interacted normally with the police officer, treating him like a human being, everything was over peacefully in less than a minute,

It works the same way with speeding tickets. If you were going to apologize or explain yourself you must do it before the pen starts to write, once the policeman has written you a ticket it is illegal for him to reverse his decision and destroy the ticket.

In this case also once the kang obstructed police action, he’s going to be arrested just for that, it is no longer relevant what happened before that, now the issue is obstruction.

I guess notifying the police that you’re going on vacation and someone will water your flowers would only apply to small communities, this is what we do here, police know most homeowners here, but I totally understand that It would be ridiculous in a large city,

my understanding is that once there is an arrest or a ticket police is not allowed to simply reverse their decision right there on the spot, because then that trick could be used to extort money or to threaten people. There needs to be a record, for the judge to see, you arrested this person? What for? And so on. This way the police cannot just arrest you or fine you or give you a ticket and then destroy the record if you pay them off.
