It purely covers photos & videos & came into force I think in 1998. You can turn 16 & get gangbanged by a Rugby team. But you cannot take topless/nude photos or videos until you turn 18, or it is considered CP. If you have photos or videos & you purchased them back in the day you are safe, but that stuff cannot be sold legally & although they don't enforce it, technically people uploading it to various porn/model websites could be charged as well.
