For the conscript, it's mostly a waste of time unless he wants the experience to serve professionally or for a later role in an enforcement agency. And conscripts are nowhere near as good as professional military units.


For starters, I don't believe they are permitted near serious equipments or significant assignments because this can all be done by better trained, better motivated and experienced soldiers. Secondly, they are just serving their time so not much reason to excel. Select units are better for specific purposes, and conscripts are for banal tasks.


The better alternative is to allocate more resources into professional services and other means to incentivize signing up.
