that still doesnt make sense. When did we have an autocratic government? 400 years ago? Relative to who?

Lots of countries have an independent head of state. This is how we have selected ours for a thousand plus years. Its not perfect, but my pragmatic view would be that they bring in far more tourist $ than they could ever cost us.
