We have a Religion and Politics, so why not add a social issues forum so people can talk about this stuff there?
One of my favorite Misc things is all the current events posts, news topics, and things like "is the moon landing fake" as they are informative and interesting topics. They generate a lot of discussion but are more fun and interesting than the racial and jewish topics.
I think racial and jewish topics are very important but they are also very specific and potentially endless.
However, every f@cked up news topic and negative trend tends to be "jewish" in nature or some horrendous story about black crime, so I don't know if we can isolate it to one forum.

The Misc makes a lot more sense once you realize that much of what's posted is posted in jest. It not meant to be taken completely seriously. I agree that it's similar to a men's locker room. It isn't a politically correct safe space for easily offended people. If it were, most of us probably wouldn't be here.
