The difference is Ukraine's openly embraced that ideology by integrating Azov, Right Sector, etc. And Putin is antifascist and repeatedly condemns fascism. There are some nazis in Russia who Putin has effectively weaponized. That's what that is, assuming the rumors are even true (90% of that crap is spun).

Aidar was a neonazi battalion btw. Maybe he carved swastikas in their faces to mock them.
