It takes maybe a couple of minutes to slice up a chicken breast or thigh (or beef for that matter). Seasoning is seconds. And cooking it in a pan if you cut it up, maybe 5-10m depending on heat level and how thin you cut.
A rice cooker cooks rice in maybe 10m.
Plenty of ways to cook a quick healthy meal in 15m.

Throw some fresh meat and veggies into a nonstick pan with a bit of oil. You can make a starchy side if you like.
Tonight:
- chicken breast
- diced onion and carrot
- yellow squash
- green beans
Seasoned w/salt, pepper, garlic, umami/mushroom powder and some chicken bullion. I did cook the green beans partially in some water in the microwave. Had some mashed potatoes on the side.

- 1 carrot
- 1 small yellow squash

I would guess less than 10 minutes, though I didn't time it.
And it was just an example. You can use different kinds of meat and veg.
You can use pre-cut vegetables if you want.
One recipe I know of uses ready made coleslaw, celery and onion w/ground meat and some Asian seasoning- I think it is called eggroll skillet maybe??
Or chicken fajitas- chicken, onion, bell pepper.

All meals should have three basic things
1- carb source, potatoes or rice are fine
2- Veggies. Can be canned if you are lazy but ony takes a few minutes to chop some up and throw them in a skillet
3- protein. Beef, chicken , pork, fish, whatever. Can even be eggs.
I like to cook every 2-3 days. So i make a decent amount of veggies at one time. Just made a big pan of them. Dice them small, throw in skillet with oil and bunch of seasoning. Thats it.
Next rice is easy in a rice cooker. I make a big pot and it lasts a day or two. Rice, rinse, water, turn it on, Thats it.
Meat is again about 3 days worth. Cook it all up at one time.
With this way you only cook like 2-3 times a week and eat healthy, cheap, homecooked meals.
if more people did this they wouldnt be so fat and unhealthy.

"To be a warrior is not a simple matter of wishing to be one. It is rather an endless struggle that will go on to the very last moment of our lives. Nobody is born a warrior, in exactly the same way that nobody is born an average man. We make ourselves into one or the other."-- Carlos Castaneda

6 minutes each side on a ribbed Lodge cast iron skillet.
Steam some frozen vegetables while you wait.
