Russia increasing their active component to 1.5 million as well.

Nothing Russia would shock me, other than regions with security issues.

And to you, it's an impossible strategy (zero tolerance) and even if it were allowed American policing has been reduced from a required B.S. degree to "steady employment" as an adult and cannot fill the ranks anywhere.

it makes a lot of sense. There is little crime in more advanced socities without police intervention.
