I think we can infer that no, smokeless tobacco products did not completely replace cigarettes. There has been a real decline in tobacco use.

I'd even be OK with an outright ban. Alcohol causes mid altering effects similar to other banned drugs. Normally I don't care what people want to do to their own bodies, but society makes it acceptable to drink while away from home. It actually encourages it and discourages drinking alone at home. Which means the inebriated need to go outside where they are a bigger danger to themselves and to others.
I'd even be OK with an outright ban. Alcohol causes mid altering effects similar to other banned drugs. Normally I don't care what people want to do to their own bodies, but society makes it acceptable to drink while away from home. It actually encourages it and discourages drinking alone at home. Which means the inebriated need to go outside where they are a bigger danger to themselves and to others.
