Here's what I don't understand, if the player is down when his elbow hits why is the play not immediately over when his elbow was down even if the ball moves in anything afterward?
The ball is clearly not moving when his elbow touches. It only starts moving as everything else continues to come down after the elbow touches. So this shouldn't be up for debate at all, but the rule doesn't make sense. Seems like NFL just makes up whatever they feel is most convenient to make it a good game.

Andy Reid is a good coach but I despise how safe he plays the game. Has one of the best QBs in the league and always seems to go for field goals on 4th.
