Biden gives another 10 billion to Ukraine after neglecting disaster in Ohio

Treasury Secretary Janet Yellen on Thursday announced that the Biden regime has greenlit an additional $10 billion in economic assistance for Ukraine. The total US economic and military aid that has been sent to the wartorn nation now surpasses $115 billion to $200 billion over the past year.

Where is ANY US President pulling $10 Billion from on their own exactly? To hell with Congress and checks and balances I guess. Every President from now on can throw $10 Billion at something their handlers feel passionate about, right?
