If there is a market with a profit to be made odds are high that someone will take action to provide a supply. Killing prisoners for parts is pretty damn bad. They do harvest the organs of prisoners they execute. While grotesque, the practice saves lives.Obviously, you don't want them rounding up innocents and executing them for organs, but I couldn't give two chits what they do to criminals.
