I think northern accents sound friendlier and warmer than southern accents, so Scotland gets my vote. They also sound less poncy.

You can't just say "The English Accent" or "The Scottish Accent" since it varies so much from region to region and class to class. Scottish are overall better, but there are some very aesthetic English accents too.
