If that's from the UN, it's aimed globally. Realize that most of the world does not set the age of consent at 18. We are an outlier on that. I think for much of the world, it's like 14-16, which incidentally is when most Americans lose their virginity.

That's the main issue. We want laws against creepers preying on young girls. In those Middle Eastern countries, this happens, but not that much because most younger girls age 14-16 are wed off to guys age like 16-20. Adultery is harshly punished. And they usually stay married for life. What I'm saying is we can't expect to force everyone in the world to adopt our age of consent laws. There's not really a great answer as each country will set their own standards.

At this age they become responsible for their own actions, they can own property and marry.

They see little boys and little girls as men and women. Exploitation of children will never stop if they are not seen as children. If you want to stop this from happening then you first have to find out who is trying to give agency to children.
