I will admit this mistake because i am not a plumber, nor ever intended to be. Just a normal guy with a handful of tools. But one time I was replacing a faucet. Well there are shutoff valves at the wall right? Those will shut off the water to the faucet right. I turn both the hot and cold off and snug down. I start removing the faucet but the hard water here in california had left this mineral residue and corrosion all over everything and i could not get the bolts loose to remove it cleanly. I ended up having to cut some of the hoses on the faucet when water starts blasting put everywhere. I try turning the shutoff valves the other way, nothing, turn back to the right and felt a slight pop and then it just free spun. So i had to run outside to the main shutoff valve, open up the cover and then find a wrench to turn that main off. Long story short the builder of these tract homes bought the cheapest chinese crap valves that basically the rubber stopper inside just disintegrated and neither of them shut off. So now I ALWAYS shut off the water at the main street valve if ineven look under a sink or toilet.

Trick is to use a sharkbite valve. Have the valve open, put it on, the water will still be flowing so you’re not fighting with pressure and then shut the valve off. Not ideal obviously, but more than good enough until you can get the water off and do it properly

It's not the plumber's problem if no one is there to let them shut the water off. If you can't do it the way it's supposed to be done, just don't do it. If you agree to do it the wrong way, it is 100% your fault.

There are gypsies who try to get away with this sort of thing, although not very common where I live (Australian East coast). Haven't heard of gypsies getting approached for jobs, more of a case gypsies door knock and tell pensioners etc. their property needs work/is dangerous then offer to "fix" it (scam).

Probably wouldn't use that guy again.
