I think aliens are just beings from higher dimensions and are doing work on the physical plane and guiding humanity as the hidden hand. I speculate that they are God's mid level management team. Him and the angels are like senior management and the executive team. The government are the front line supervisors and the aliens are the managers. The managers have teams of supervisors under them.

The reason they do good and bad is because in a utopia everything is perfect and there is no struggle. Why have earth if it were to be similar to heaven? No struggle no gains and no lessons.
