For people 18 and older the first two of those were not required, and probably not the second two either given you had previously held a valid driver's license.
Why did 16 and 17 year olds have to get more training to drive?
For public safety reasons.

Because it isn't about denying anyone the right to own a gun. IIRC you have to be 18 to begin a tour/training for the military or law enforcement.
The peak age for violent crimes is 19. The idea is to have fewer armed and potentially dangerous people under age 25.
So even if our hypothetical young criminal wanted to go and get a gun there would be a process to complete and along the way while completing that process they might decide that they can make it without being a criminal.
Or OTOH a crazy person bent on some sort of violent eruption...the time it takes to jump through the hoops might be long enough for them to get treatment or just change their mind.
Then there is the knock on effect for people under age 18 people. Do you know one of the big reasons that was pushed for raising the drinking age to 21? To keep alcohol out of the hands of high school kids. They wanted to create a sort of moat between high school graduation and legal alcohol purchase.
It isn't perfect and certainly won't 100% end gun crimes committed by people under 25, but it is something that CAN be done and if the majority of violent crimes are committed by people under 25 it could mean that society suffers less from violent crimes overall.
Said it in another thread- would it be so bad to de-escalate the street gangs back to fists and knives? How many fewer bystanders would be injured or killed if gangs were pushed back to West Side Story levels of violence?
What's the sentence for gun possession by a minor? 2 years in the military or similar civil service.
Get them out of the environment where they are running with other young criminals. They might make it.
