The process to buy a gun in Japan:

1 Take a firearm class and pass a written exam, which is held up to three times a year.
2 Get a doctor’s note saying you are mentally fit and do not have a history of drug abuse.
3 Apply for a permit to take firing training, which may take up to a month.
4 Describe in a police interview why you need a gun.
5 Pass a review of your criminal history, gun possession record, employment, involvement with organized crime groups, personal debt and relationships with friends, family and neighbors.
6 Apply for a gunpowder permit.
7 Take a one-day training class and pass a firing test.
8 Obtain a certificate from a gun dealer describing the gun you want.
9 If you want a gun for hunting, apply for a hunting license.
10 Buy a gun safe and an ammunition locker that meet safety regulations.
11 Allow the police to inspect your gun storage.
12 Pass an additional background review.
13 Buy a gun.

And I'm not saying to change any of that. Not even the part about "increasing the age for a civilian to arm themselves to 25 years old".

- pistols and rifles aren't the only way a person can be armed

- people under 25 could still purchase and own pistols and rifles, they would just be required to get specific training for public safety reasons

* military
* law enforcement
* militia
* licensed private training

IDK what the present system is, but in TX in the 80's the youngest age to legally drive a car was 16, however to start driving at 16 you had to:

- get a learner's permit
- complete a driver's education course
- pass a written test
- pass a driving test

For people 18 and older the first two of those were not required, and probably not the second two either given you had previously held a valid driver's license.

Yeah I don't know if I would call it "a couple of classes", but yes, I think that a higher bar requiring someone to devote some real time and in some cases money [paid training] makes sense.

Because it isn't about denying anyone the right to own a gun. IIRC you have to be 18 to begin a tour/training for the military or law enforcement.

The peak age for violent crimes is 19. The idea is to have fewer armed and potentially dangerous people under age 25.

So even if our hypothetical young criminal wanted to go and get a gun there would be a process to complete and along the way while completing that process they might decide that they can make it without being a criminal.

Or OTOH a crazy person bent on some sort of violent eruption...the time it takes to jump through the hoops might be long enough for them to get treatment or just change their mind.

Then there is the knock on effect for people under age 18 people. Do you know one of the big reasons that was pushed for raising the drinking age to 21? To keep alcohol out of the hands of high school kids. They wanted to create a sort of moat between high school graduation and legal alcohol purchase.

It isn't perfect and certainly won't 100% end gun crimes committed by people under 25, but it is something that CAN be done and if the majority of violent crimes are committed by people under 25 it could mean that society suffers less from violent crimes overall.

Said it in another thread- would it be so bad to de-escalate the street gangs back to fists and knives? How many fewer bystanders would be injured or killed if gangs were pushed back to West Side Story levels of violence?
