This is kind of contradictory.

The highest class places all offer clemency. Imagine ultra wealthy NYC or Martha's Vineyard residents fighting to the death every time some nobody committed a crime in a bad neighborhood of St. Louis.

They do not live in overly militant places because they act more diplomatic.



the US could use some resources for those without inherited money since it's kind of disorganized and leaves them to troll like this guy
