I vacationed there and it was alive practically all hours of the day. I couldn't sleep because of the traffic and honking at all hours of the day. I've only been there and Philippines, so I don't know if its the most liveliest, but damn it sure seems like it.

I'd probably say Brazil?
People just never go to bed. Bars close at like 4-5AM, then everyone keeps drinking out on the streets and socializing until like 7-8AM. You never really feel the need to go home until you're too tired to keep going.
