If you read the bill, Cali has a bill saying your 12+ year old can seek mental health treatment and state services without your permission, especially if they are at serious risk of self harm or are victims of abuse or incest. Now, one ought to ask why Kraken might panic over this unless he regularly molests his daughter to the point of suicide. Is that what you want the freedom to do, Kraken? Fuking groomer.

No state explicitly requires parental consent or notification for any of these services. However, two states—Texas and Utah—prohibit the use of state funds to provide contraceptive services to minors without parental consent. And one state—Iowa—requires that parents be notified if their child receives a positive HIV test.

In addition to laws and policies that permit minors to consent to specific services, 21 states have statutes that authorize minors to consent to general medical and surgical care, at least under some circumstances, such as having a child, being pregnant or having reached a certain age. In Alabama, for example, minors aged 14 and older may consent to general medical care; in South Carolina, they may do so at 16.

However consider the following:
Abuse is now being broadened to include parents that refuse to affirm their child's chosen identity. That deny puberty blockers and/or surgery to their child.
Also, I have a hard time believing children younger than 12 seek out any mental heath without parent's involvement. Mind you that "mental health" is also now commonly described to include trans-affirming care.
