Become aware. Shop around until you find a bar you really like. Where the people aren't geriatric, the vibe is cool, and the people are easy to talk to. You're already NEET, so you don't have to worry about it conflicting with work.

Make it a point that whenever you go, forbid yourself from touching your phone. Order a very strong drink and scan the room. Halfway through the drink, start talking to whoever is closest to you. Just introduce yourself, ask questions about them, and let the conversation flow.

Once your drink is done, order another. This is where it gets really fun. Bring someone else into the conversation, or since your social juices are now flowing, go talk to any woman you're even semi interested in there. Do the same thing. Stay with small talk. You're new to the bar, is she a regular? Maybe a comment about some trinket or Keychain she has or something. Same thing with the last person.

Get to know people here. Make it your spot. Repeat this process, and eventually you're going to wind up chatting with a chick that gives you go for it signals. Be sure you actually go for it.

Now you might never get laid this way, but it's ABSOLUTELY better than the guarantee of 0 you have going for you now, plus you actually get to get tipsy with fun people, and not those nerds you usually hang with.
