IMO these two points [apparent preferential treatment/blind eye for black criminals + no outcry from black leadership against it] have increased the race based hostility. Add to that whites being told that they are racist by birth as if it is some sort of original sin, like white blood is tainted with irrational hatred while any racism existing in other groups is a-okay/no big deal.

I mean there are a lot of areas of this country where there is not a large population of criminals and/or poor people. These places do exist.

I have some black and Asian neighbors and they are lovely. No static at all. Have a couple of black neighbors across the street who always wave and keep a beautiful yard- looks like a golf course. Been here a long time, but came from MI. Next to them is an older Vietnamese couple. I was told he worked with the US military during the war and immigrated here to the US after. They brought me eggrolls for Christmas one year. Have given me plants and shown me around their yard. Next door is a white guy with an Asian wife and her mother- he edges my lawn sometimes when he is doing his and just generally keeps an eye out for anything unusual going on, like if I forgot and left my sprinkler on.

Neighbor I walk with is an older black lady. She was married to man who was in the service and later became a pastor. She ran the youth program at their church. After he passed she went on to do home health care for some time and is retired now, but stays busy.

I don't think you are going to change the broken segment of black culture by posting here on misc. Why not move to a place with better people?
