Have been trying to apply everyday for a week but keep getting the message "sorry this page is under maintenance."

I assume up to a low or low middle income?
I feel for some of the borrowers but then this does less than nothing to address the root of the problem, what college costs will be in the future. If anything we should expect college costs to go up faster with partial bailouts in place.
