a) In response to government entities trying to bleed them dry because they are evil
b) In response to employees demanding x and y because they "deserve" it. They love to talk about how much work they do and exclude the idea, the execution, the overhead, and the risk incurred by the owner as they punch their clock and want more for doing less.
