California will vote for Democrats no matter how old or unqualified

She could have been primary'd out by another Dem, but since she had been around so long, she had so many connections and fundraisers: it was hard for some other Democrat to swoop in, grab donors, and get big endorsements over Feinstein.

So that's why she was still around. And it's why we need term limits / age limits

Why? Because power and control reigns above all else. The Senate is 50/50, so they kept her very senile ass around as a meat puppet to vote how her aides instructed her to. If the Dems had like 60 of the Senate seats they'd have pushed her old ass out a few years ago. The worst part is literally everyone knew her brain was mush. Aides kept reporters far away from her out fear of what she would say.
