After the arrest is made people seem to think the police have say so in what happens.

That's not the case. But with that said. Any fool can make an arrest. An arrest with a conviction is the goal. Many times a conviction doesn't happen though do to sloppy. Incompetent or corrupt investigative work

So they don't have any say so after delivery but they can alter the outcome if a conviction of they don't do their job properly

Bail should have been set at $50,000+. That way their families would have to come up with $5000 or more, which I'm betting they couldn't do for weeks, if at all. Bail set at $5000 means just $500 to walk free. Why even bother setting bail, except some easy money for the court.

Family/friends likely went and pawned/sold othrr chit they stole from people or other stores to make bail.
