I think that its a few things:

1. There is still the mystery or allure. Using your imagination to fill in the covered parts with the most pleasing to you version of those parts.
2. Most women move and act sexier when scantily dressed than when nude. The clothing gives them a more confident vibe.
3. Sometimes the clothing makes up for flaws in them (bras can make saggy hangers look great, certain bottoms make the butt look much shapelier)
4. The bright colors and role play part of it add a little more variety
