Why has Sega not been developing their top tier titles such as

Shinobi
Panzer dragoon
Phantasy star

They have many others under their belt.

Anyone heard as to why this is? Surly there is a logical business reason behind it.

Phantasy star is considered by many to be just as good if not better than final fantasy.
