It appears the injections don’t reduce medical spending for the vast majority of people. If they did, then countries wouldn’t stop recommending them for monetary reasons. This typically takes much longer for other vaccines. I know of no vaccine in history where serious side effects began manifesting more than three months out.

1.) the injections don’t prevent spread in any meaningful way
2.) the amount of time they provide significant protection is very limited, and many people who receive them still contract Covid and deal with the effects of it
3.) people under 55 are not at a risk from Covid that warrants recommending the injections
4.) there is a substantial risk of harmful side effects from the injections
Again, even if the governments didn’t/don’t care about the population they would go the route that saves them money. The injections don’t do that for most people for the reasons I listed above.
