US President Joe Biden said he ordered the strikes “in direct response to unprecedented Houthi attacks against international maritime vessels in the Red Sea.”

Both things can be true at the same time. President authorized military to take strikes, the sec def then orders the appropriate forces to take action, and then those lower commanders continue to give orders all the way down the line to the smallest level

It means surgery that you give prior consent to, and is planned in advance.
As opposed to emergency surgery.
Let me guess. You've heard plastic surgery referred to as elective surgery, which it is, and assumed elective surgery means trivial, unnecessary surgery.
