As far as decisions, I don't know. This board runs the gamut from he's completely oblivious and nearly bedridden to him actively causing all of the worlds problems as part of a grand plan, so there's no agreement even among his opposition other than he is a very bad man.
I suspect he might delegate a little more than other presidents and mostly approves recommendations. He definitely isn't a strategic thinker or deal maker at the high level some others thought of themselves as.
