Broccoli's obsession with Brad stems from Broccoli's lack of a relationship with his biological father (srs), and Broccoli tried to fill that void with an older gentleman that he considered an alpha male (see Broccoli's worship of Nonsense as well).


Brad was perfectly fulfilling the roleplay as absent father when he told Broccoli that the two would meet up to play/father-son time, then left Broccoli waiting by the phone for Dad to call. The extra reality added by telling Broccoli he'd make up for it and reimburse, only to dip out a second time, just gave Broccoli more of the alpha male absent father experience he was seeking. We cannot punish Brad for this.
