It doesn't, but I think he's just trying to highlight the bias that comes from the West toward Russia or any other country that opposes it's domination. Just think of every movie back in the day and every villain being Russian. It's much easier to invade an Arab nation when you describe all of them as terrorists. Look at how China is being labeled this days despite not invading a single nation. Imagine US playing a victim while literally having close to a 1000 bases around the world, and entirely surrounding China.
