Would rather instead all humans had an incentivized public social score, and friends/family can influence that score by submitting reports with evidence to a governing agency. Might take months for submissions to be processed, but once everyone desires that 90+/100 score, people will think twice before acting a fool. Imagine a 9/10 hotty but with a score of like 30/100, all men would see the trouble well in advance, all friends will turn away because they don't wanna be caught with a low score infamous witch, low scores might even get exiled from their careers, etc.

Go beyond physical beating to keep someone in line. Ruin their entire 1st world livelihood.

EDIT: Every adult, 18+, would start with a score of like 55. Every year of zero notoriety / negative reports, adds +5 to the score up to 100. Incentives can exist at different levels for 50+, 70+, etc. Anyone can view the score of anyone else at any time so long as you have their name. Score drops happen based on severity of the report (with sufficient evidence to boot).
