I just read a bunch of it. The conspiracy charges are basically punishing people who claimed election fraud and linking the claims of election fraud to a wider conspiracy with the republican electors who sent in their votes.

The forgery and fraud charges are against the republicans who sent in their certified elector votes that Trump and Pence were the winners (which were ignored and not counted, by Pence himself, lol). The republicans who sent their certified elector votes in said they were contingent on a legal process/recount showing that Trump and Pence actually won (people seem to be ignoring this). The indictment says that well even though they said that, they were really trying to pressure Pence to not certify the Biden/Harris win. Because they were claiming election fraud and so were Trump/Giuliani/etc/whoever else, they are linking all of this into a wide conspiracy and throwing the charges at basically everyone who claimed election fraud saying it was all part of the same scheme to send in fraudulent elector votes. Seems strange when even the electors who did it announced what they were doing as being contingent on the recount/legal challenge, and Pence promptly ignored them anyway...but here we are. Play stupid games...
