Local law enforcement is typically tasked with perimeter security or an assist role. Secret service is responsible for the actual security as they are primarily responsible for the safety of their dignitary.

It sounds like secret service was incredibly incompetent and dropped the ball. And there was either miscommunication with the 'local' law enforcement or they were also incredibly incompetent.


Secret service snipers spotted him well in advance with a range finder measuring out the distance. They should have kept eyes on him and immediately had local LEO's make contact and at the very least to a stop and frisk/field interview. That interaction should have taken at least 30 minutes while they investigated him, found out who he was with, what car he took to get there, etc. That didn't happen.


Also there was a local LEO that apparently spotted him getting onto the roof with the rifle and when confronted with the rifle he retreated. I'm sure he put out on his radio what happened. But secret service didn't pull Trump immediately off the podium... Again either a miscommunication with secret service and local LEO's working on different radio channels. Or gross negligence for not immediately pulling Trump off the podium when they heard a guy with a rifle scaled a roof-top.


**** happens fast. We already know the secret service was under-manned with a low tier element that wasn't qualified to protect Trump at this event. I'm going to guess the local LEO's, even the SWAT team, were not properly trained on this kind of security and were not adequately prepared.


The thing is, the secret service should have been. They should have been calling the shots and lining things up. Whomever was in charge of the SS were incompetent. And they had incompetent agents there as well.
