I don't think the premise of your question implying that ICE had it easy under Obama is correct. The whole sanctuary city thing picked up steam under Obama in response to his immigration enforcement and there was an increase in the number of jails that refused to cooperate with ICE.

That they might be continuing noncompliance with ICE to this day isn't necessarily because Trump, it's generally because that's what they've been doing since Obama.

There are a lot of practical (ex. overcrowding) and legal issues with city/county jurisdictions detaining people on behalf of a federal entity. How risk averse they are varies across the country but I can see that side of things.
