If someone took the effort to convert a commerical building into apartments, it wouldn't be cheap. Kinda like the open concept warehouse lofts that exist. Neat, but not exactly cheap.
The beatings will continue until morale improves.

You can’t really convert office buildings into residential dwellings. Residential dwellings have certain requirements like natural light from windows, ventilation, toilets, kitchens and associated plumbing, energy efficiency etc etc
Obviously people thought of it but it’s not feasible
A smart property developer would build a new building to ensure it took this into account though, and build lifts, light wells and plumbing and balconies etc so that it could be retrofitted if required and if zoned
