The conspiracy theory is that the evil corporations use war and whatever as an excuse to raise prices that is mostly pure profit. Or at least much more than the price of oil has gone up.

Blame Gavin and his politics. He chased out Chevron and now there is hardly any refineries left in California. So they need to import a lot more than ever and with the heavy gas tax and required special formula it's crazy expensive.
