"Canada's new law can punish you for something you haven't done yet"
that guy sounds like a dunce. does he not realize that these kinds of laws have existed for many decades?
for example, uttering a threat is a crime punishable by law, even if the person doesn't actually follow through with the threat. this has been a punishable offence for a long time. we can't have people walking around scaring people with zero consequences.
