And the courts see that.
For example, in a recent incident, the state of Virginia tried to sneak legislation in about redistricting on oct 31st (without required 90 day warning) just a few days before the November 5th election when 1.3 million voters had already early voted.
Their supreme court stop that BS - in part recognizing that 1.3 million voters shoulda had a say (definition of election time period)
