My manager's eye contact is borderline aggressive

I don't understand this guy. I'm in my 30s a few years older than him. He's not even a real manager, just a guy with more senior responsibilities than the rest of us.

When we talk, and this is about technical subjects, the guy's eye contact is UNWAVERING. Like this guy has Mike Tyson level eye contact despite being a straight up twink.

He's not an aggressive guy either, just a very nice, professional person, but he hardly ever, ever looks away.

Most of my career was spent working with people in their 50s and older and these people were at the top of the food chain - none of them had this type of eye contact.

What gives? Is it just lack of social calibration?
